Diplomatic-Pragmatic Korea and Northeast Asia

The de-escalation of tensions among Japan and South Korea in 2020 has renewed focus on economic cooperation. Despite the fact that the dispute over travel restrictions has been rejected by the government bilateral economic initiatives have continued or gotten more extensive.

While long-time observers of Korean politics point to regionalism and ideology as the primary drivers of the political debate, younger people are less influenced by this perspective. This new generation has a more diverse worldview, and its beliefs and worldview are evolving. This is evident in the recent growth of K-pop, as well as the increasing global appeal of its cultural exports. It is still too early to tell if these factors will influence the future of South Korea's foreign policy. However they are something worth watching closely.

South Korea's diplomatic-pragmatic approach towards North Korea

South Korea faces a delicate balance between the need to confront state terrorism and the desire to avoid being entangled into power struggles with its major neighbors. In its first two-year tenure, the Yoon Administration has actively boosted bilateral ties and increased participation in minilaterals as well as multilateral forums. These initiatives include the first Korea-Pacific Islands Summit as well as the second Asia-Pacific Summit for Democracy.

These efforts may seem like incremental steps however they have enabled Seoul to make use of its new alliances to advance its views on regional and global issues. The 2023 Summit for Democracy, for instance, stressed the importance and necessity of a democratic reform and practice to address issues like corruption, digital transformation and transparency. The summit announced $100 million in development cooperation projects that will help support the democratic process, including anti-corruption and electronic governance efforts.

In the past, trilateral security cooperation was often hampered by disputes over historical and territorial issues. Despite the recent signs of pragmatic stability however, these disputes continue to linger.

The Summit's outcomes include a Joint Declaration of Future Pandemic Prevention, Preparedness and Response, and an agreement on Trilateral Intellectual Property Cooperation. These documents are notable for setting out lofty goals that, in some instances may be in contradiction to Seoul and Tokyo's cooperation with the United States.

The aim is to establish a framework of multilateral cooperation to the benefit of all three countries. The projects will include the use of low-carbon technologies, innovative solutions for an aging population and coordinated responses to global issues like climate change, food security, and epidemics. It would also be focusing on enhancing exchanges between people and establishing a three-way innovation cooperation center.

These efforts will also increase stability in the region. It is crucial that South Korea maintains a positive relationship with both China and Japan particularly when confronted with regional issues, such as North Korean provocation, escalating tensions in the Taiwan Strait, and Sino-American rivalry. A deteriorating partnership with one of these countries could cause instability in the other, and consequently negatively impact trilateral cooperation with both.

However, it is important that the Korean government promotes a clear distinction between trilateral cooperation and bilateral engagement with one of these countries. A clear distinction will help minimize the negative effects that a tension-filled relationship between China and Japan can affect trilateral relations.

China is mostly trying to build support in Seoul and Tokyo against possible protectionist policies under the upcoming U.S. administration. China's focus on economic cooperation especially through the resumption of talks on a China-Japan Korea FTA and the joint statement on trade in the services market is a reflection of this goal. Beijing also hopes to prevent the United States' security cooperation from affecting its own trilateral economic and military ties. This is a smart move to counter the growing threat from U.S. protectionism and create an opportunity to combat it with other powers.
