Buy a Driving License Without a Test in Germany

If you're a citizen of the EU or a national from one of the countries with a reciprocity agreement with Germany, you can exchange your driving licence without having to take any tests. You must pass a test of practical driving test in Germany before you are able to drive.

The first step is to sign up with an German driving school. You will receive theory and practice lessons for a fee.

Theory test
