As part of the NIA, DOE will evaluate the effects on consumers for each product class including lifecycle cost savings as well as simple payback time ("PBP"). DOE will employ its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate the industry's net present value ("NPV").

Manufacturer impacts will be evaluated as well as the impact on manufacturers will be evaluated. DOE will employ a modified version of the Industry Cash Flow model that has been modified to this particular product type to calculate the manufacturing NPV. Additionally, DOE will consider the potential impacts on small business manufacturers and other manufacturer subgroups to determine if they could be disproportionately affected by these proposals.

DOE will also look into whether the test procedure for microwave ovens has to be revised to include active mode power consumption and an energy use measure. The current test procedures only include standby mode power consumption.
