As part of the NIA, DOE will evaluate the effects on consumers for each product category including lifecycle cost savings, and simple payback time ("PBP"). DOE will use its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate the industry's net present value ("NPV").

The impact on manufacturers will be evaluated also as the impact on manufacturers will be evaluated. DOE will employ a modified version of its Industry Cash Flow model that has been modified to this particular product type to calculate the manufacturing NPV. DOE will also examine the impact of these proposals on small businesses as well as other manufacturing subgroups to identify those who could be most affected.
