SCTPP was created by top industry leaders and safety advocates through ARTBA's Foundation to drastically reduce - and eventually eliminate the nearly 50,000 fatalities of workers and injuries that occur each year in and around U.S. transportation infrastructure construction projects. It is intended for workers, supervisors and foremen as well as designers, planners, operators of equipment, suppliers, manufacturers and owners.

The SCTPP exam is an 2.5 hour test that includes 120 multiple choice questions about developing, assessing and implementing Pro-project safety plans in identifying and reducing risk, managing project site personnel, developing an incident investigation plan, writing an accident or incident report, and conducting training sessions for field workers. If you succeed in passing the SCTPP will receive professional certification that lasts for three years. Recertification requires documentation, ongoing learning on the topic and the retesting.

To qualify to be eligible for the SCTPP applicants must possess an undergraduate degree in engineering or construction management and two years of experience* working in transportation construction project sites. This experience can be acquired through working as an operator, worker or supervisor, or foreperson. It can also be obtained through internships. The applicant must also pass the OSHA 30 or OSHA 510 course. SCTPP covers the weighted-average tuition at a school participating in the program or the actual tuition cost or the lesser amount, whichever is less. SCTPP does cover some expenses but not all.
