DOE performs several analyses when evaluating potential amendments to energy conservation standards. In this SNOPR, DOE will use its engineering analysis of microwave ovens to determine what degree of efficiency improvements are technologically feasible for this particular product.

DOE will evaluate the microwave's design to the energy performance goals set in the engineering analysis. The engineering analysis will then determine the maximum improvement in energy efficiency that is technologically feasible based on the most advanced microprocessor-controlled model available on the market or in working prototypes, or the maximum reduction in energy consumption that is technically achievable with the current technologies available for this product class.

As part of the NIA, DOE will evaluate the effects on consumers for every product category including lifecycle cost savings, and simple payback time ("PBP"). DOE will utilize the Government Regulatory Impact Model, with an adaptation for microwavable ovens, to calculate the industry net present value (NPV).


Manufacturer impacts will be evaluated also as the impact on manufacturers will be evaluated. DOE will employ a modified version of its Industry Cash Flow model adapted to this particular product type to calculate the manufacturing NPV. DOE will also look at the effects of these proposals on small-scale businesses as well as other subgroups of manufacturers to identify those who could be most affected.

Additionally, DOE will consider whether the testing procedures for microwave ovens should be revised to include active mode energy use and an integrated active mode energy use metric. The current test procedures only include standby mode power consumption.

Design

Microwaves create heat by causing water molecules to vibrate in food. Wall ovens are based on the circulation of hot air while microwaves rely on waves to cause food molecules to vibrate. Combination wall units blend these two appliances into a single unit, saving space in the kitchen while giving a modern, sleek look.
