It was HTML code wrapped up in a compiled, standalone executable file, and it was a proprietary Microsoft format.

In 2003, after our armies of technical writers had collectively generated thousands of pages of CHM help documentation, Microsoft decided to discontinue support for the CHM format. Doh!
