Regarding to your questions, i have arranged the following answers, wish they may be helpful.
1. Will this blu-ray ripper also decode region-locked diskes?---yes
2. Is there a built-in blu ray player in this ripper software? --If you mean the embedded blue ray player, the answer is no. But the software provides a preview window for watching if your discs can be played on your computer.
3. Can this ripper also do disk to disk 1:1 copy?----Any blu-ray ripper platinum does not support burning blue ray discs on empty discs. You may try our blu-ray copy which supports discs to discs. As you may see it here:http://any-dvd-cloner.com...ipper.html

E. Douglas Jensen Will this convert a Blu-Ray disc to a DVD (dual layer)? Your Blu-Ray Ripper appears not to do that.

The software can rip general blu-ray discs to mkv format but not 3D blu-ray discs.
